Modernize Public Sector HR Operations with Enterprise-Grade Systems
We are seeking an experienced HR Systems Business Analyst to join a dynamic project team supporting the transformation of enterprise HR operations for a public sector organization.
The ideal candidate brings deep experience working with Oracle Fusion HCM and PeopleSoft, a solid understanding of public sector HR processes, and the ability to translate business needs into scalable, integrated solutions.
This is a fully remote opportunity, supporting cross-functional teams across Canada.
š Key Responsibilities:
Act as the primary liaison between public sector HR stakeholders and IT teams
Conduct detailed process analysis and functional documentation for Oracle Fusion and PeopleSoft HCM modules
Support system integration projects across HRIS, payroll, and CRM platforms
Lead workshops and interviews to gather, define, and validate business and system requirements
Collaborate with developers and QA teams on test planning and deployment readiness
Ensure deliverables meet compliance, data privacy, and governance standards typical in the public sector

Must-Have Qualifications:
5+ years of experience as a Business Analyst in large-scale enterprise or public sector environments
Hands-on experience with Oracle Fusion HCM, including modules like Core HR, Payroll, or Absence Management
Functional knowledge of PeopleSoft HCM, including integrations or migration experience
Solid understanding of HR operations: payroll processes, case management, SLA monitoring, etc.
Demonstrated ability to gather and document business requirements, user stories, and functional specifications
Excellent communication and stakeholder engagement skills across business and technical teams
š” Nice-to-Have:
Public sector consulting or implementation experience (municipal, provincial, or federal)
Familiarity with Oracle CRM, Fuel iX, or enterprise workflow automation tools
Experience supporting data migration, system upgrades, or HR digital transformation initiatives
Knowledge of compliance frameworks, such as PIPEDA or public sector data retention policies
